UAE Signs Four Deals With OpenAI to Become the World’s First Fully AI-Native Government
Abu Dhabi entities signed four agreements with OpenAI on Monday, witnessed by Crown Prince Sheikh Khaled bin Mohamed bin Zayed Al Nahyan and OpenAI CEO Sam Altman. The deals span government operations, energy, investment, and education, and form part of Abu Dhabi’s stated ambition to become the world’s first fully AI-native government.
The agreements were announced during a high-level meeting focused on integrating AI across government services and key economic sectors. They align with the emirate’s Digital Strategy 2025-2027, which allocates significant resources toward digital infrastructure, process automation, and sovereign cloud computing.
Machine-Readable Government Initiative
One of the central agreements is the launch of the Machine-Readable Government (MRG) initiative between the Abu Dhabi Government and OpenAI. Officials described it as the world’s first AI-native program of its kind. The initiative converts selected government policies and regulations into machine-readable formats so AI systems can assist officials with routine compliance assessments, such as permit and certificate applications.
Each assessment is designed to be traceable to the relevant regulation. Government officials retain oversight and final decision-making responsibility. The Department of Government Enablement – Abu Dhabi leads the program. A first pilot is already operational with the Abu Dhabi Agriculture and Food Safety Authority, focused on food imports. Processing uses OpenAI models with inference residency inside UAE data centers.
Energy Sector: ADNOC and OpenAI Frontier
In the energy sector, ADNOC, G42 subsidiary Inception42, and OpenAI signed an agreement making ADNOC the first company in the energy industry to deploy OpenAI’s Frontier platform. The multi-year partnership will integrate advanced AI capabilities across ADNOC’s operations to support more connected operational, investment, and commercial decision-making.
The technology runs on OpenAI’s GPT models using UAE-based inference infrastructure. ADNOC has described the move as supporting its goal of becoming the most technology- and AI-enabled energy company. No financial terms were disclosed.
Investment and Broader Adoption
Sovereign investor Mubadala signed a separate agreement with Inception42 and OpenAI to apply advanced AI to investment analysis, opportunity identification, and risk assessment.
A fifth element is a five-year agreement between Inception42 and OpenAI to support the adoption of OpenAI’s Frontier platform across government, enterprise, and education in the UAE. The platform is intended to help organizations build, deploy, and manage AI agents.
